Those federal numbers do not replace the county roster, but they explain why some people physically held in Deming may also require federal or immigration locator checks.

Luna County Visitation Rules
Luna County's visitor-information page documents video visitation, account timing, visitor screening, and professional visit scheduling. Personal visits are video-based. Detainees may receive up to two paid video visits per day and may also receive two free on-site 20-minute video visits each week, one on Saturday and one on Sunday. Visits must be scheduled at least 24 hours in advance, and new accounts must be created 48 hours before the planned visit so the facility has time to approve or deny the account.
Visitors must check in 15 minutes early, be over 18, be listed on the scheduled visit, carry a current government-issued photo ID, pass a warrant check, and follow the dress code. The facility bars weapons, keys, cell phones, smart watches, tablets, and any passing of items. Visits are monitored and recorded.

Mail requires caution. Luna County's detention landing page had a "Change To Mail Procedures" link, but the policy content was not captured in the research file. Luna Programs and PREA
Luna County detainee services include adult education through ICS tablets, non-denominational church services, Bible study, clergy visitation, tablet library access, commissary, and internal detainee workers. The county says commissary sales fund program materials, services, recreation equipment, and other detainee resources. Work release is available only when approved by the courts and the Warden, and eligible detainees must return after work shifts.

Those programs apply inside a jail setting and do not mean the person has been released from custody.
The Luna County PREA page states a zero-tolerance policy for sexual violence, sexual misconduct, sexual harassment, and retaliation. Federal and ICE Holds
Luna County Detention Center is locally operated, but federal and immigration detention are part of the record picture. NMDOH's June 1, 2026 release also stated that earlier 2026 detention-center measles cases included eleven at Luna County Detention Center and that the reported cases among the named county detention centers involved federal detainees.
